I recommend you Linux for VPS.

Our Technical team usually choose CentOS 6.6 64bit, then install cPanel. It helps us manage server without core bug from Operating system.

At current time cPanel team has announced so they are testing cPanel with CentOS 7.x, so that's good news.

It may depends on what you want to host or use it for your purpose. Linux offers you more security for your server, whereas Windows is more easy to access.
