I got this problem for almost 5 months now. My PC wont restart or even if I Push Reset button still wont restart. So I just turn the AVR off then wait for 5 mins then turn on the Power supply then I got my PC working. Why is it? is it a hardware problem, or OS installation problem, I dont know... Please anybody help.

Has it always been like this or did it only start five months ago? Does it happen w/ both the Windows Restart option and the computer case button?

Windows can be finicky about restarting. However, if it's also the case button (which I believe you said), then it's probably an issue w/ your motherboard. Computes nowadays have a "soft" reboot option so you can reboot/shutdown via Windows. If your mobo or BIOS is messed up it may prevent you from doing that.

windows can't restart or shutdown if it was strong or not responding running
applications

try to use dos shutdown command
start > run > cmd > press enter , writh this command ..
to restart :
shutdown -f -r -t 0 - c " restarting "
to shutdown :
shutdown -f -s -t 0 - c " shutting down"

this is strong code will end all running applications then restart

if it doesn't work try to repair your system by this command :

start > run > cmd > sfc /scannow
put windows cd in your cd room to repair system files

check your system with strong antivirus may be virus cause this problem,
check system configuration files (the files in startup list) , stop any strange program , to do that
start > run > msconfig

if this ways doesn't solve the proplem .then........... this is hardware problem try to check your motherboard
