Foxconn MOBO compatibility w/ Saphire X1600 PCI-E

I have a problem that I think I've narrowed down to the video card.

I just purchased a new gaming system with the following specs:
Foxconn Winfast NF4K8MC-ERS
AMD64 3200+ 939 512k Cache
2X256 DDR400 Corsair XMS High performance memory
40GB WD IDE HD.
ATI Radeon Sapphire X1600pro 256 PCI-E

Now here's my problem. I power on the machine, everything loads fine, the system detects the cpu, memory, HD, and CD Rom. I load into the windows XP Install and it begins to install all the neccisary components. When it finishes preloading, it says "windows is starting", this is usually the point where Partition occurs for NTFS and choosing partiton options. Instead, the system just hangs at that point. To isolate the variables I've tried different memory (I have a primary machine with 2X512 Atlas Precision DDR400, I've also tried a different hard drive, even though I know both HD's to work in other systems. When I built my old system, my ATI 9700pro wouldnt work with my Gigabyte K8NS Nforce board and I bought a 6800oc.

I've searched all over the internet for Foxconn compatability with the Sapphire 1600pro and found nothing so far.

ok so after some added thought, maybe my hard drive controller on the mobo is having problems, even though its detecting my HD I should still be in a VGA based screen. I'm going flash the bios and see if I can get to the next step in the windows setup.
