i want to host a single page website , with an offer to download a pdf file of near 6 mb, obviosly requiring good bandwidth at least 1 gb.

Free would be a good way to go apart from the fact that they normally have a limit on the size of file they allow. Only a handful allow anything over a couple of megs so paid hosting is going to be the simplest option.

Plus, as far as I can see it, your main requisites are 1) Fast download, 2) 99% up time, 3) HTML, 4) >1 Gb bandwidth

Now you still could do HTML through a PHP page, but its really up to you. Make sure your not paying any more than a couple of dollars a month for what you want, anything more and find another host.
