Content-wise, I'd just recommend making a site about anything you're interested in, be it chinchilla raising, peanut farming, or video game reviews.

Design-wise, I think it depends on how much you want to experiment. If you don't want to do a lot of work, then you can find plenty of pay-for templates (it's a little harder to find good quality, free templates). If you want to get your hands dirty, then play w/ Photoshop (or Gimp) to make a background image you like and learn how to make CSS do what you want.

I'm sorry if these aren't the type of answers you're looking for, but maybe I'm missing something in your question.
