I have a free account with 90megs.com. They provide an ad-free 90mb plan, with a 10gb/month bandwidth. The plan features Cpanel (which is said to be the best commercial control panel) and Fantastico, which with one click installs any one of numerous PHP scripts (website templates, forms, weblogs and publishers, portals, photo galleries, etc.). The free accounts enable Perl and CGI programming and scripts, too.

I've been with them for about a month now and their servers are relatively fast. There's been almost zero down time and they don't pester their users.

I tried signing up a few days ago and couldn't....I am not sure if it was a broken web form or if they aren't accepting new applications.

it's a pity.

They are a free hosting company, don't be that hard on them, sometimes you may see paid host chat down.

It depends IMO.
