Apache is a patchy ache

Uhh hello, I have this problem when I try to run an apache server on my PC.
When I've finished configuring and running it, I am able to access it from
localhost
myIP

However, for some reason, anyone who uses a different ISP CANNOT access my server at all. I did a port scan, my PORT 80 is open. My firewall is adjusted to allow apache to run, and my friend who uses the same router service as me can run apache on his PC fine.

Could anyone help me? I really don't know whats wrong. I would appreciate a guide in how to fix this problem.

If required, here are some specifications:

OS : Windows XP
Router : Linksys
Firewall : Northon Internet Security

Thank you.
