You have to go through some sort of screening process to be selected.

Megabytestored doesn't offer PHP by default. You have to allocate points to get it. Unfortunately, their point system isn't up and running yet. But they're promising soon...

Multimania is reliable, but I heard they're ending their free service soon. However, I have an account with them, and I'll try uploading a phpBB soon. As for 4Gigs, I don't think I exactly trust them, but it looks like they will be back up soon. It appears that Skaggy is all a scam, but we still have some time to wait. I haven't tested Casperhosting yet, but the sites have to be non-commercial (you can't put your own ads).
