I have a c++ program that tries to write unicode string to Oracle database.
the problem that it writes it with ???? instead of the real string.

the DB defined as UTF8 and I use SQLBindParameter with SQL_C_WCHAR
parameters.

we can't find the problem without seeing the code...
post some code, and if the compiler gives you errors, put comments so we know where the errors are. Otherwise, just tell us where you think the problem(s) may be.
