Apche Failover in windows

Hi guys,
I know about Apache failover in linux by 'heartbeat' and 'mon',,,, but I want to know How could I manage Apache Failover in Windows.
I am using windows 2000 Professional (not win2k advanced server or datacenter server). Any suggestions would be welcomed
