I have recently purchased a domain in a subject that I am greatly interested in, but have long ignored. The subject matter is technology.

A few days ago I purchased the domain pctalk [dot] org and am looking for some ideas as to how to develop it. The easiest would be to open a forum but that isn't really my cup of tea (and I wouldn't want to compete with this fine forum ;-) )

So my current preference is to build something similar to a "blog" or a technology portal. What do you guys think?

I'd say that it is the best way forward for a domain like this. But keep in mind that http://slashdot.org is probably the most reknowned and reliable source of technology news.

Also when people had never heard about blogs, /. had already used this technology. I think that more than a million people read slashdot (maybe not on a daily basis). And their contribution to the technology industry has been significant.

Try to target a more niche market. Say you could be into just software. This will provide you with more chances of developing a successful website.
