firewall, check referer, no good

Just a curiosity question..
Iv'e noticed from testing several different php sendmail scripts they use the check referer function to prevent spamming but what happens if the user is using a Norton firewall?
I'm not sure if its only Norton firewall but php cannot check the referer if user is using a firewall.
Is there any other method to check the referer even if a firewall is used?
Comments/suggestions?
