Everything (nearly) you need to know about signatures are detailed inside the FAQ. Anyway, I can quickly tell you that every feature that you don't seem to have right now becomes available to you once you get promoted to the next Level by the forum script. Obviously this means the whole process is automated and it runs only once, every hour.

Can you tell me some more details about the script. I have more than 10 posts, but my sig is still not active. DO I have to meet a certain character limit before it activates?

There are no other requirements... visit this page and set up your signature. It appears that you have not done so yet.
