The algorithm? It's not quite that simple.
Removing pops and clicks?
Removing hum?

Try googling for "sound+clean+algorithm" or something like that.

I don't think you are mentioning the complex dynamic hiss removal algorythms, those I really dont' know; the simplest way I know is to apply a filter for a given (preferabbly variable) frequency band, often above 14 KHz.
