So yestarday i was surfing in youtube when suddenly my laptop crashed immediately i restart the laptop but windows cannot load bcz some fail is missing or corrupt the fail name is CI.dll i did clean instalation of windows i own Windows 7 Home Premium DVD and after i attempt to start it it showed me again that CI.dll is missing or corrupt i went to one friend of mine and i got from him Windows 7 Black edition DVD i did clean instalation again and when i attempt to start it again it showed me that CI.dll is missing can someone help me what is the problem with my laptop is it hardware or some software idk ( i'm sorry for my bad english, and ty in advance for help and quick responed).

Ohh by the way i forgot to mention i tried to do Startup Repair and it failed it says that "Startup Repair cannot repair this computer automatically".
