What platform? If you are on Windows: Have you tried Codeproject DCM Converter ? They supply an executable application, and you can (maybe) get some clues about how to read the file from the source code. If you are on Linux: You can download Open Source code from http://puntoexe.com/content/view/11/2/. I had no problem building dicom2jpeg (on my Centos 5 workstation) and converting dcm files to jpeg. There is much useful information about the file format and links to example programs at http://www.sph.sc.edu/comd/rorden/dicom.html If you ask specific questions, maybe someone here can help.
