Yep, I've heard of them:

- low bandwidth restriction (you've pointed that out already)
- slow
- downtimes are not uncommon
- a month ago, it was hacked by an amateur
- etc. (The list goes on, but I think I've said enough)

Don't go with Portland or a Portland reseller host!
