Looking for software: raster -> c++ -> raster


I'm looking for free software that can pass raster files to a c++ program and show the images with changed pixel values.
Details:
I'm going to build a dynamic forest fire model which will work in a user-friendly manner, e.g.
- promt the user to enter raster files' names (some single band satellite images + digital elevation models - DEMs),
- wind direction and speed data,
- show a series of images with change pixel values representing fire spreading at specified time intervals. After each interval the program will promt the user to re-enter wind direction and speed.

That's it, as simple as that

P.S. And.. my prof. not recommended me to use ArcGIS. Don't know why, may be because there is no ArcGIS in the room I will give my presentation in.
