SQL server help


I just resently started haveing problems while windows starts up:

"Your SQL server installation is either corrupt or has been tampered with (could not open SQLEVN70.RLL) please uninstall then re-run setup to correct this problem"

then when i log in to my user i get this:

"Execution cannot continue as the language dependent resource file C:\program files\microsoft SQL Server\80\tools\binn\resources\1033\SQLSVC.RLL could not be loaded. ^

so then i looked into the folder listed above and it is empty... I have no idea what this SQL server is or what it is used for but i'm half tempted to go under add/remove programs and uninstall it... but i cant find anything on this to know if it is something that i really need to have...

the only thing that i could think is assocated with this would be UPS world ship...... but i cant find any proof in that.

any ideas or suggestions?
