I learned to troubleshoot simply by building lots of computers. The problems that occur when building them are often what other people will encounter. However, when you are building them, you have control over the process so you should have an idea of what just happened to cause the problem.

Often, you can figure out what went wrong by asking the right questions. For example, if a user can't access a web page because it asks for authentication, you have to find out if the web site itself is asking for it (requiring the user to register at the site) or if their browser is popping up a dialog box asking for system authentication. In that case, you have to look at the browser settings to see if auto-authentication using the system login is set up.

I would also recommend getting a book for PC hardware setup and troubleshooting. They usually look like encyclopedias but they have a wealth of information. Well worth the price if you're planning on troubleshooting professionally, or even as a hobby.
