windows installer like installshield, wise

Hello,
I am looking for low-cost/free windows installer to work with either code::blocks (Mingw) or the MS Express edition C++ free compiler. The software would copy all my files into a c:\Program Files\ subdirectory and register the program in the control panel for XP and Vista. Has anyone used any of them in the below list with the compilers I mentioned?
