Okay i need help creating a Popup Header for my website.
Something like the one on this website http://www.johnchow.com/

Its not really a pop-up, but something similar.. I would like to create that on my website giving the visitor an option to close it by pressing the X button.

Is there a script i need to put in to create it? What is it?

We discussed this previously here. All you need is some javascript and some CSS to show or hide a section of your web page markup. Look at the example markup here.

Look at the page source, that is the beauty of most websites, it will be constructed of both css and javascript, both of which you can look at.

Javascipt will be useful for that.
