I9Host is the best free host I've seen ever! They are POST2HOST, this means you will have to post on their forum to get the hosting. They are offering shared and reseller hosting packages, both. If you get an account at them, you will be able to use cPanel, if you get one of the reseller plans, you will get access to WHM. Sometimes, they are offering free domains!
