Looking for a program...

I'm looking for a program that can draw or even fill in spaces on coloring programs such as paint without using the bucket option (fill). The reason is that I want to color areas on an Adobe Flash Player interactive internet game called Scratchpad. I have seen other people color in the whole box but I don't know what program they use. I think a program that might work is Mousetamer but if it is I don't know how to use it.
