But SEO is used for getting a high PR, right?

SEO = search engine optimization. It has very little with actual coding of the site and more to do with what information is on the site. For example, if you run a blog, having a new post every couple of days will have more weight than many other SEO tricks.

Which posts do you mean? Where must they be done?

I mean just normal blog posts. If you don't have a blog, then you should still be adding new content on a fairly regular basis, if possible. As long as the site is shown to be active (news posts, new articles, etc.) the search engines are more likely to crawl your site more often. Very few web sites are static enough that nothing new can be added.
