Allowee has a spectacular aura about
no,

Apache is a webserver, not an ftp server.
FTP and HTTP use another protocol, so it won't work

there are a lot of free and good ftp servers around.
on Linux proftpd is used a lot, I forgot the name of the windows ftp server...
was something like serv4u

Ok

Just create new folder in your document root, make link from your site to that folder. But that folder must contain different files not index.html.index.php,... ( all files that you show in httpd.conf->DocumentIndex ).Secure it them for read only, or not. thats all.
it will be indexed and will be like simple ftp service for you.

That makes sense but how would I place a file there from a remote site?

I guess I am just overlooking something simple.

JdS will become famous soon enough
I was going to suggest the same thing; either write an uploading script in the scripting language of your choice or simply download one off popular script download sites like Hotscripts.com.

The last time I checked for something like this, I recall seeing some nice looking ones.

Some even handle both; uploading and downloading files management.
