I want to build a website with a forum/usernames/passwords... please help?

I just want a very very very simple site that lets people sign up for a username and password. once they get that, then they can post stuff to the forum. Anyone know of a good template, or software that will let you make this. Or if there is a hosting company that will provide this freetemplates.***.com free. thank you

Why build one where there are already like WebWiz, Snitz, SMF, phpBB, vBulletin? Just determine which server side language (.NET, ASP, PHP) you need and then some of the forums are free
