When I learn html I use editplus.

For good and effective web design and web development Adobe software are the best and mostly used.

I would recommend the popular Swsoft sitebuilder too for non-techies and total beginners.
However, you might want to learn html + other coding languages in the long term if you are planning to generate some ROI from your website.

Serif webplus is a good graphical editor - easy to use.

I am going to have to disagree that dreamweaver is good for beginners, it has a pretty steep learning curve. I would actually suggest beginners start out building their site in a framework of wordpress (with a template) Or cms made simple(again with a template). otherwise, frontpage is pretty easy to use (now microsoft expression web). Also you might want to check out kompozer.
