I was wondering how many people here had played any online role-playing game like nation states?

I'm also need to know I'm looking at starting an online only game and I need system to run this game. Now I would like the player to be able to play without having to download anything. But I need to know when programming these systems could I use PHP? How many users could access a PHP file at once before it started to slow it down. or would I be better off to use say C++?
