Is keyword stuffing bad?Is repeating keywords good or bad? I have heard that it is considered to be a black hat seo technique.

Re: KeywordsBlatant keyword stuffing is of course bad and can easily get your banned from search engines. You should only repeat your keywords in your content to the extent that what you are writing sounds natural and makes sense. Basically, write for the person who will be reading/visiting your site and 'sprinkle' your keywords accordingly.
