Go to start --> Launch --> type in "cmd" and press enter.

then you'll see the command window, where you type "Ipconfig /renew" (all without the " ") this is only to change the IP in your network (LAN). your public IP (http://www.whatismyip.com to see it) is not changable by you, you could try contacting your ISP if you really need it done.

EDIT:

if this didn't work, try typing "Ipconfig help" or "Ipconfig /help" or something similar to see the possible commands listed.
